“Harbin was a small fishing village in the nineteenth century and became a mainstay of China’s old command economy. It was featured as one of the key cities during the nation’s first Five Year Plan. Harbin has an inland port, rail access to Beijing, and good airport infrastructure. By end of year 2001, there were 581 foreign-funded enterprises in the development zone. Yet in 2004, 70 percent of production remained in the hands of the state—in comparison to 20 percent in Guangdong Province. Harbin excels in the following industries: textiles, medicine, foodstuffs, automotive, metallurgy, electronics, building materials, and chemicals.”
